County Attorney - Regular | BUDGETED ITEM? No BUDGET ACTION: A budget amendment will be needed since the funds will flow through the County's accounts. Revenue and expenditure accounts will need to be set up.
FINANCIAL IMPACT SUMMARY STATEMENT: Though the funds will flow through the County's accounts there will be no financial impact to the County.
| BACKGROUND: Eastern Shipbuilding Group, Inc., secured a 2017 general appropriation by the Florida legislature for $7,500,000.00 for improvements to Nelson Shipyard and $2,000,000 for related dredging to assist in the ramp-up for their United States Coast Guard cutter contract. Because of how that appropriation was structured, FDOT has concluded that it is restricted in how it disburses the funds, and it has concluded that the County is an appropriate recipient of the funds. The Joint Participation Agreement outlines the conditions for the funding of the project, and the subrecipient agreement requires Eastern Shipbuilding to assume the County's obligations under the JPA and to complete the project. The JPA requires no match from the County. The subrecipient agreement is conditioned on FDOT's review and approval.
