BACKGROUND:
Bay County owns and maintains a 42-inch wholesale water transmission main that provides drinking water from the Water Treatment Plant (WTP) to all of northern and western Bay County. Phase 1 of the Florida Department of Transportation (FDOT) Highway 388 widening and realignment project is from SR 79 to just east of West Bay Parkway (NWF Beaches Airport). Bay County’s 42-inch wholesale water line is in conflict with the proposed Highway 388 Phase 1 roadway alignment and must be relocated in this area.
On December 19, 2017, Bay County Board of County Commissioners (BOCC) authorized the execution of a Subordination of County Utility Interests Agreement for Phase 1 of the project. This agreement allows for reimbursement from FDOT for the relocation of utilities within the proposed Highway 388 right-of-way alignment that are outside of the current Highway 388 right-of-way. Bay County Utility and FDOT Utility staff have estimated the reimbursable cost of relocation of the water transmission main in the applicable areas of Phase 1 to be $40,370.00.
