BACKGROUND:
Girls, Inc. of Northwest Florida is a not for profit corporation which provides enrichment activities for girls in Bay County from ages 6 to 18, including an after school program and summer programs. They have leased property from the County located at 1100 Fountain Avenue near Oakland Terrace Park, and have constructed improvements on that property.
Girls Inc. has now applied to the County for a conveyance of the property, which will assist them in their rebuilding process. The County Attorney's Office has negotiated the terms of a conveyance to Girls, Inc., and that contract is attached. (Exhibit 1)
Pursuant to Section 125.38, the County has the authority to convey surplus property to a not for profit corporation if the County determines that the conveyance will further the public or community interest and welfare. The County is authorized to sell the property at private sale for any price that the board may fix by Resolution. (Exhibit 2)
The Contract proposes to fix the price at the appraised value, but to provide that the timing for the purchase price will be based on grants which the County is expected to make to Girls, Inc.
