Utility Services, Emergency Services, and Facilities Maintenance currently have 61 stationary and mobile generators that call for annual inspections and preventive maintenance. The annual inspections and preventive maintenance procedures are necessary to maintain these generators in operating conditions in accordance with manufacturers’ recommended maintenance procedures.

In an effort to secure the best value for Bay County for this critical service, staff re-advertised these services and modified the bid specifications to include only preventive maintenance and load bank testing. Only one bid, Taylor Power Services, was received in response to ITB 19-73, and the price was higher than the previous bid submitted in response to the initial advertisement.  To ensure the County is receiving the best value, a minimum of two bids would be necessary for comparison purposes.

Therefore, staff requests the Board reject all bids to allow staff to re-advertise this critical service to attempt to obtain multiple bids.
