BACKGROUND:
Bay County Steelfield Road Landfill is in need of expansion due to the vast amount of debris created by Hurricane Michael. On June 18, 2019, the Board approved a contract for Design Build Construction of a new 39 acre cell. Capital projects require the use of Construction Engineering & Quality Assurance services.
Request for Qualifications (RFQ) 19-65 Construction Engineering and Quality Assurance Services for Steelfield Road Landfill Design Project was advertised on June 17, 2019. Qualified responses were received from three (3) firms and opened on July 2, 2019. Staff evaluation, scored and ranked the firms as follows:

HDR Engineering, Inc. was the highest ranked responsible, responsive proposer for the project. Therefore, staff recommends that the Board authorize staff to negotiate a contract with HDR Engineering, Inc.
This project falls under Category E for reimbursement by the Federal Emergency Management Agency (FEMA) as part of the Disaster Recovery from Hurricane Michael FEMA project DR-4399.
