| BACKGROUND:
The project consist of roadway resurfacing and storm drain repair of Thomas Drive from Joan Avenue to Bristol Street. (Exhibit 1) Additive Bid #1 is to remove a section of median to construct a left turn lane for a new development. This additive bid will be funded by the project developer. Additive Bid #2 consists of filling abandoned utility lines with flowable fill. However, the City of Panama City Beach has opted to proceed with a separate contract.
On April 30, 2019, a Request for Proposals was advertised for the project and a pre-proposal meeting was held on June 5, 2019. The proposals were received on June 26, 2019, and scored by a technical evaluation committee. The results of the Adjusted Score Design Build process are listed below:
