BACKGROUND:

In June 2014, the Panama City Beach CVB Board of Directors adopted a sponsorship (commercial rights) approval policy for the CVB-owned assets.  These assets include: VisitPanamaCityBeach.com, Chasin’ the Sun television program, Pirates of the High Seas Fest, Beach Home for the Holidays, and UNwineD.

The opening of the Panama City Beach Sports Complex has necessitated the need to update the CVB’s existing policy.  (Exhibit 1) Recognizing that the Sports Complex is a County-owned asset which has been leased to the CVB for a period of 99 years, the CVB Board of Directors revised its policy to provide the County an opportunity to approve all Sports Complex related sponsorship agreement.

Upon approval by the CVB, the CVB will transmit to the County Manager, or their designee, the proposed sponsorship agreement.  The County Manager will have 10-days to object to the sponsorship agreement.  If no objection is raised, the sponsorship agreement is considered approved and will go into effect as presented. If the County Manager raises an objection, the parties will attempt to find a mutually agreeable resolution that removes the objection and allows the agreement to be approved and go into effect as amended.  If a resolution is not reached, then the sponsorship agreement will be presented to the Board of County Commissioners for consideration.

Sponsorship revenues pertaining to the Sports Complex will be handled in a manner consistent with other Sport Complex revenues.
