FINANCIAL IMPACT SUMMARY STATEMENT:
Hurricane loan proceeds are available to fund this project. The County will apply for FEMA reimbursement for this expenditure.
| BACKGROUND:
Three (3) of Bay County’s Fire Rescue Stations were irreparably damaged during Hurricane Michael. The scope of the Portable Fire Rescue Stations Project is expected to result in the successful design, construction, and finished installation of two (2) complete, turnkey, portable (reusable and relocatable) Fire Rescue Stations, with an option for the County to purchase a third (3rd) facility. The damaged Fire Rescue Stations are located at the following locations:

Station 7 (3rd Option): 2311 Michigan Avenue, Panama City, FL 32405.

Station 8: 2114 County Road 2321, Southport, FL 32409.

Station 14: 2801 Lafayette Road, Panama City, FL 32405.
Request for Proposal 19-76 Portable Fire Rescue Stations Design Build Re-Advertisement was advertised on July 8, 2019. Two technical proposals were received and opened on July 16, 2019 and scored by a technical evaluation committee. Price proposals including all three stations were received and opened on July 23, 2019. The results of the Adjusted Score Design Build process are listed below:

Staff evaluated the adjusted scores and Panhandle Power Solutions LLC/Rogue Industries, LLC was the qualified design/build team with highest technical score and the lowest adjusted cost based on the base bid. Staff recommends awarding a contract for two stations, Station 8: 2114 County Road 2321, Southport, FL 32409 and Station 14: 2801 Lafayette Road, Panama City, FL 32405.
