Board to approve amending the FY 2019 Fees & Fines Schedule and authorize the Chairman to sign the attached resolution. 

Board to approve amending the grant agreement (increase in funds and time extension) and authorize the Chairman to sign changes to the 2015 Bay County Natural Resource Damage Assessment (NRDA) Artificial Reef Construction project agreement with the Florida Fish and Wildlife Conservation Commission.

Board to: (1) Declare the property described in the attached contract as surplus; (2) accept the request from Girls, Inc. of Northwest Florida for the conveyance of the property on the terms described in the attached contract; and approve the Resolution Authorizing Conveyance of County Property, and (3) authorize the Chairman to execute the Contract, Resolution, and all other instruments necessary or appropriate to complete the proposed transaction, subject to the review of the County Attorneys Office.

Board to: (1) approve the Hurricane Housing Recovery Program (HHRP) Funding Agreement with the Florida Housing Finance Corporation; and (2) authorize the Chairman to execute the same.

Board to ratify Extension 40 & 41 of the Bay County Declaration of Local State of Emergency for Hurricane Michael.

Board to approve the attached interlocal agreement with Bay District Schools for emergency sheltering and authorize the Chairman to sign the same.

Board to: (1) approve the attached contract for the purchase of property at 224 3rd Ct E., Panama City; (2) authorize the Chairman to execute all necessary and appropriate documents to complete the transaction as approved by the County Attorneys Office; (3) declare all improvements on the property to be surplus; and (4) authorize the County Manager, or his designee, to arrange for the removal of any improvements on the property, including executing any bill of sale or other documents as approved by the County Attorneys Office.

Approve Resolution Authorizing a Joint Meeting with the City of Panama City Beach Council and the Tourist Development Council to discuss beach safety.

Board approve the attached update to the existing Fire Service Agreement with Mexico Beach.

Board award a contract to Panhandle Power Solutions LLC for two (2) portable fire rescue stations in the amount of $2,986,048.97 and authorize the Chairman to execute and modify the contract as approved by the County Attorney.     

Board authorize staff to negotiate a contract with the top ranked vendor, HDR Engineering, Inc., for Construction Engineering and Quality Assurance services for Steelfield Road Landfill Design Build Project.

Board to Re-Appoint Lisa Barnes-Tapscott to the Gulf Coast Workforce CareerSource Board of Directors for a three year term.

Board:  Award contract to RJ Gorman Marine Construction for the Waterway Marker Storm Repair Project in the amount of $173,814.71; and authorize the Chairman to execute and modify the contract as approved by the County Attorney. (District I-V )

Board reject bid received in response to Invitation to Bid (ITB) 19-73 Annual Inspection and Preventive Maintenance of Generators at Various County Locations.

To accept a recommendation of the Tourist Development Council/Panama City Beach CVB Board of Directors to affirm the Sponsorship Policy for the Panama City Beach Sports Complex.  

To accept a recommendation of the Tourist Development Council to adopt the Mexico Beach, beach management program state FDEP grant resolution for FY 2020/2021, and authorize the Chairman to sign the same.

To accept a recommendation of the Tourist Development Council to adopt the Panama City Beaches beach management program state FDEP grant resolution for FY 2020/2021, and authorize the Chairman to sign the same.

Board: 1) Approve the amendment to the Northwest Florida Water Management District (NWFWMD) Grant Agreement No. 17-033 and 2) Authorize the Chairman to execute the amendment.

Board to adopt the Long-Term Recovery Plan approved by the Bay County Long-Term Task Force on July 9, 2019.

Board:  1) Approve the State-Funded Agreement with the Florida Department of Transportation (FDOT) for County Road Repair and Traffic Safety; and, 2) Authorize the Chairman to sign all agreements and the resolution. (District I-V)

Board:  1) Award a contract to Roberts and Roberts, Inc. for the Thomas Drive Resurfacing Design Build Project in the amount of $8,113,525.35; and authorize the Chairman to execute and modify the contract as approved by the County Attorney; and, 2) Award Additive Bid #1 for additional work within the project area to be funded by the developer.  (District V)

Board to approve the attached ordinance amending Bay County Code Chapter 24, Traffic, Article III, Motorcycle, Motorscooter and Moped Rentals and authorize the Chairman to sign the same.
